US transport scheme outlined 16:31 5 SepUS transport scheme outlined A SCHEME to improve the US marine transport system would be funded not only by the federal treasury but also by possible congestion surcharges, taxes and added fees. The framework for expanding ports, deepen US harbours and improving infrastructure – including creation of a pilot shortsea system – also calls for public-private partnerships. The scheme, detailed yesterday, grew out of a 12 December 2004 directive from President George W Bush, which led to the National Strategy for the Marine Transportation System, announced in July.
The system is being run by the Committee on the National Transportation System, which is headed by Transport Secretary Mary Peters. She noted that international trade is expected by 2020 to expand by 67%.
US marine transport segments “are showing signs of strain, which will intensify as cargo and passenger traffic increases”, warned a report from the Peters panel. “Large containerised cargo ports, which are beginning to experience capacity problems, will be pressured to keep up with the growth in trade.
“The MTS physical infrastructure will experience increased strain and become prone to failures.”
